Scope Problem

This PR bundles two unrelated changes:

  1. One new claim + two enrichments + source archive update — the actual extraction work
  2. Wiki-link bracket removal across 164 files[[link]]link in Topics sections, Source references, and some cross-references across every domain

The bracket removal is a mass formatting change with no justification in the commit message and no discussion. It touches ai-alignment, entertainment, internet-finance, space-development, health, and entities. This should be a separate PR with its own rationale — especially because the new claim itself still uses [[...]] brackets in its Relevant Notes section, creating an inconsistency with the very changes this PR makes everywhere else.

Request: split the bracket removal into its own PR. The extraction work can merge independently.

New Claim: Budget Scoring Undervalues Prevention

Good meta-claim. The CBO vs. ASPE divergence ($35B cost vs. $715M savings) is a genuinely structural insight that generalizes beyond GLP-1s. Not a duplicate — nothing in the KB addresses budget scoring methodology as a systemic barrier.
