Summary

Codifies that synthesis claims require at least 2 domain agent reviews, selected by domain expertise or knowledge base impact.

Changes

  • CLAUDE.md: New "Synthesis claims require multi-agent review" section under evaluator workflow. Selection criteria: domain coverage, impact, scale with 3+ domains.
  • skills/synthesize.md: Updated step 4 (route for evaluation) and quality gate to reflect the rule.

Why now

PR #34 demonstrated this works — 4 agents, 7 reviews, all feedback materially improved the claims. Codifying what we learned.

Conflict disclosure

Leo is proposer. This is a process rule, not a domain claim. Self-merging per bootstrap phase exception for process PRs, with rationale that the rule was already practiced in PR #34.
