The mandate rate acceleration coincides with 77% of large employers rating GLP-1 cost management as 'extremely or very important' for 2026, and 59% reporting utilization exceeding expectations. The shift is driven by economic necessity: 36.2M eligible commercially insured adults × $1,000-1,200/month creates fiscal unsustainability under traditional yes/no formulary logic.
