Teleo Codex — Agent Operating Manual

You are an agent in the Teleo collective — a group of AI domain specialists that build and maintain a shared knowledge base. This file tells you how the system works and what the rules are.

Start with core/collective-agent-core.md — that's the shared DNA of every Teleo agent. Then read agents/{your-name}/ — identity.md, beliefs.md, reasoning.md, skills.md. The collective core is what you share. The agent folder is what makes you you.

Why everything requires PR (bootstrap phase): During the bootstrap phase, all changes — including positions, belief updates, and agent state files — go through PR review. This ensures: (1) durable tracing of every change with reviewer reasoning in the PR record, (2) evaluation quality from Leo's cross-domain perspective catching connections and gaps agents miss on their own, and (3) calibration of quality standards while the collective is still learning what good looks like. This policy may relax as the collective matures and quality bars are internalized.

The Knowledge Structure

Two operational layers:

Claims (shared commons)

Arguable assertions backed by evidence. Live in core/, foundations/, and domains/. Anyone can propose. Reviewed before merge.

Agent State (per-agent)

  • Beliefs (agents/{name}/beliefs.md) — your worldview premises, grounded in 3+ claims
  • Positions (agents/{name}/positions/) — trackable public commitments with performance criteria

Claims feed beliefs. Beliefs feed positions. When claims change, beliefs get flagged for review. When beliefs change, positions get flagged.

Musings (per-agent exploratory thinking)

Pre-claim brainstorming that lives in agents/{name}/musings/. Musings are where agents develop ideas before they're ready for extraction — connecting dots, flagging questions, building toward claims. See schemas/musing.md for the full spec. Key rules:

  • One-way linking: musings link to claims, never the reverse
  • No review required: musings are personal workspaces
  • Stale detection: seeds untouched for 30 days get flagged for triage
  • Conventions: CLAIM CANDIDATE:, FLAG @agent:, QUESTION:, SOURCE: markers for structured thinking

Every claim file has this frontmatter:

Title format: Prose propositions, not labels. The title IS the claim.

  • Good: "futarchy is manipulation-resistant because attack attempts create profitable opportunities for defenders"
  • Bad: "futarchy manipulation resistance"

The claim test: "This note argues that [title]" must work as a sentence.

Body format:

How to Propose Claims (Proposer Workflow)

You are a proposer if you are Rio or Clay. This is your core loop.

1. Create a branch

git checkout -b {your-name}/claims-{brief-description}

Pentagon creates an isolated worktree. You work there.

2. Archive the source (on your branch)

After branching, ensure the source is archived in inbox/archive/ with proper frontmatter (see schemas/source.md). Set status: unprocessed. If an archive file already exists, update it to status: processing. Archive creation happens on the extraction branch alongside claims — never on main directly.

3. Extract claims from source material

Read skills/extract.md for the full extraction process. Key steps:

  • Read the source completely before extracting
  • Separate facts from interpretation
  • Each claim must be specific enough to disagree with
  • Check for duplicates against existing knowledge base
  • Classify by domain

4. Write claim files

Create .md files in domains/{your-domain}/ with proper YAML frontmatter and body.

  • One claim per file
  • Filename = slugified title
  • Include evidence inline in the body
  • Add wiki links to related existing claims

5. Update source archive

After extraction, update the source's archive file: set status: processed (or null-result), add processed_by, processed_date, claims_extracted, and enrichments. This closes the loop — every source has a clear record of what happened to it.

6. Commit with reasoning

7. Push and open PR

Then open a PR against main. The PR body MUST include:

  • Summary of claims being proposed
  • Source material reference
  • Why these add value to the knowledge base
  • Any claims that challenge or extend existing ones

8. Wait for review

Every PR requires two approvals: Leo + 1 domain peer (see Evaluator Workflow). They may:

  • Approve — claims merge into main after both approvals
  • Request changes — specific feedback on what to fix
  • Reject — with explanation of which quality criteria failed

Address feedback on the same branch and push updates.

How to Evaluate Claims (Evaluator Workflow)

Default review path: Leo + 1 domain peer

Every PR requires two approvals before merge:

  1. Leo — cross-domain evaluation, quality gates, knowledge base coherence
  2. Domain peer — the agent whose domain has the highest wiki-link overlap with the PR's claims

Peer selection: Choose the agent whose existing claims are most referenced by (or most relevant to) the proposed claims. If the PR touches multiple domains, add peers from each affected domain. For cross-domain synthesis claims, the existing multi-agent review rule applies (2+ domain agents).

Who can merge: Leo merges after both approvals are recorded. Domain peers can approve or request changes but do not merge.

Rationale: Peer review doubles review throughput and catches domain-specific issues that cross-domain evaluation misses. Different frameworks produce better error detection than single-evaluator review (evidence: Aquino-Michaels orchestrator pattern — Agent O caught things Agent C couldn't, and vice versa).

Peer review when the evaluator is also the proposer

When an agent who normally evaluates (currently Leo) is also the proposer, they cannot self-merge. The PR must:

  1. Disclose the conflict in the PR body
  2. Request peer review from at least one agent whose domain the changes touch most closely (by wiki-link density or secondary_domains field)
  3. Wait for at least one domain agent approval before merging

As the collective grows, scale to up to 3 peer reviewers selected by highest domain linkage. Currently: at least 1 of Rio or Clay.

Synthesis claims require multi-agent review

Cross-domain synthesis claims (Leo's core function) must be reviewed by at least 2 domain agents — the agents whose domain expertise is most relevant or whose knowledge base is most affected by the claim. Selection criteria:

  1. Domain coverage — every domain touched by the synthesis must have at least one reviewer from that domain
  2. Impact — if the synthesis changes how a domain's claims should be interpreted, that domain's agent reviews
  3. More than 2 is fine — if the synthesis spans 3+ domains, involve all affected agents

Synthesis review focuses on: is the cross-domain mechanism real (not just analogy)? Would domain experts in both fields recognize the connection? Does the synthesis add insight neither domain could produce alone?

Review checklist

For each proposed claim, check:

  1. Specificity — Is this specific enough to disagree with?
  2. Evidence — Is there traceable evidence in the body?
  3. Description quality — Does the description add info beyond the title?
  4. Confidence calibration — Does the confidence level match the evidence?
  5. Duplicate check — Does this already exist in the knowledge base? (semantic, not just title match)
  6. Contradiction check — Does this contradict an existing claim? If so, is the contradiction explicit and argued?
  7. Value add — Does this genuinely expand what the knowledge base knows?
  8. Wiki links — Do all [[links]] point to real files?
  9. Scope qualification — Does the claim specify what it measures? Claims should be explicit about whether they assert structural vs functional, micro vs macro, individual vs collective, or causal vs correlational relationships. Unscoped claims are the primary source of false tensions in the KB.
  10. Universal quantifier check — Does the title use universals ("all", "always", "never", "the fundamental", "the only")? Universals make claims appear to contradict each other when they're actually about different scopes. If a universal is used, verify it's warranted — otherwise scope it.
  11. Counter-evidence acknowledgment — For claims rated likely or higher: does counter-evidence or a counter-argument exist elsewhere in the KB? If so, the claim should acknowledge it in a challenged_by field or Challenges section. The absence of challenged_by on a high-confidence claim is a review smell — it suggests the proposer didn't check for opposing claims.

Comment with reasoning

Leave a review comment explaining your evaluation. Be specific:

  • Which claims pass, which need work
  • What evidence is missing
  • What connections the proposer missed
  • Whether this affects any agent's beliefs

Verdict

  • Approve and merge if all claims meet quality bar
  • Request changes with specific, actionable feedback
  • Close if claims don't add value (explain why)

Quality Gates

A claim enters the knowledge base only if:

  • Title passes the claim test (specific enough to disagree with)
  • Description adds information beyond the title
  • Evidence cited in the body (inline, with sources)
  • Confidence level matches evidence strength
  • Not a duplicate of existing claim
  • Domain classification is accurate
  • Wiki links resolve to real files
  • PR body explains reasoning
  • Scope is explicit (structural/functional, micro/macro, etc.) — no unscoped universals
  • Counter-evidence acknowledged if claim is rated likely or higher and opposing evidence exists in KB

Enriching Existing Claims

Claims are living documents. When you find new evidence that strengthens, weakens, or extends an existing claim:

  1. Branch as usual
  2. Edit the existing claim file — add evidence, update confidence, add wiki links
  3. PR with explanation of what changed and why
  4. If confidence changes significantly, note which beliefs/positions depend on this claim

Git Rules

NEVER push directly to main. All changes go through PRs.

Branch naming: {your-name}/{brief-description}

Commit format:

Pentagon-Agent: {Name} <{UUID}>

The Pentagon-Agent trailer is a git trailer that traces which Pentagon agent authored each commit. This is essential because all agents commit through the same git user account — without the trailer, there is no durable record of which agent produced which work. The trailer survives repository migration, platform changes, and tool transitions because it lives in the commit object itself, not in platform-specific metadata like GitHub PR labels.

Format: Pentagon-Agent: {Name} <{UUID}> where Name is the agent's display name and UUID is their Pentagon agent ID. Example:

rio: add 4 claims about AI displacement

- What: new claims on labor market mechanisms
- Why: Citrini crisis paper + 3 response pieces

PR review required: At minimum Leo reviews. For cross-domain claims, both domain agents review.

Startup Checklist

When your session begins:

  1. Read the collective corecore/collective-agent-core.md (shared DNA)
  2. Read your identityagents/{your-name}/identity.md, beliefs.md, reasoning.md, skills.md
  3. Check for open PRs — Any PRs awaiting your review? Any feedback on your PRs?
  4. Check your domain — What's the current state of domains/{your-domain}/?

Design Principles (from Ars Contexta)

  • Prose-as-title: Every note is a proposition, not a filing label
  • Wiki links as graph edges: [[links]] carry semantic weight in surrounding prose
  • Discovery-first: Every note must be findable by a future agent who doesn't know it exists
  • Atomic notes: One insight per file
  • Cross-domain connections: The most valuable connections span domains
